The Autumn Session of the 28th Convocation of the Parliament of Montenegro was marked by the continuation of already established practices, such as ineffective oversight mechanisms, as well as by new ones, including an opposition boycott of parliamentary work triggered by the decision of the Constitutional Committee to acknowledge the termination of the mandate of Constitutional Court judge Dragana Đuranović due to her meeting the requirements for retirement based on age. Political instability, the weak passage of legislative proposals in the plenary, and insufficient use of the research resources of the legislature were also observed during this period.
In addition to the above, members of the parliamentary majority continued the practice of delayed decision-making and holding oversight hearings, with particular emphasis on the obstruction of minority initiatives. The prevention of work and action on requests from the prosecution to lift the immunity of majority MPs due to initiated cases marked the Autumn Session. To date, the Administrative Committee has not decided on the prosecution’s requests to lift parliamentary immunity from certain MPs.
