IA held a workshop on regulating employment in public institutions

On Friday, June 27, Institute Alternative organised a workshop titled “How to Regulate Employment in Public Institutions?”, which brought together representatives of ministries and trade union organisations.

The aim of the workshop was to contribute to the discussion on how the upcoming Law on Public Institutions, which is currently being drafted, should regulate the employment process in institutions operating in different sectors – culture, healthcare, education, social and child protection.

During the discussion, which is intended to serve as guidance for the working group drafting the law in specifying employment-related provisions, the introduction of more transparent employment procedures was highlighted as a key need. The workshop addressed the importance of adequate assessment of candidates’ competencies, clearly defined standards, and the establishment of professional commissions that include independent experts. The topics discussed also covered the need to define a catalog of job positions with standardized job descriptions, as well as whether certain elements related to employment should be transferred from the Law on Civil Servants and State Employees, or whether the scope of that Law should be extended to administrative staff in public institutions.

The workshop was conducted using a design-thinking approach, in order to facilitate the exchange of views and contribute to the ongoing process of regulating the work of public institutions through a dedicated law.
