Parliament of Montenegro to Timely Consider the Annual Report of the Prosecutorial Council

We call on the Parliament to consider the report on the state of the prosecution service in a timely manner and adopt appropriate conclusions, while recalling that last year the report was not discussed until October, and since it was not adopted, no conclusions were passed whose implementation could later be monitored.

At the end of March, the Prosecutorial Council adopted and submitted to Parliament the Annual Report on the Work of the State Prosecutor’s Office and the Prosecutorial Council for 2025. We call on the Parliament of Montenegro to place this document into the appropriate procedure without delay.

We particularly emphasize the importance of the competent parliamentary committee — the Committee on Political System, Judiciary and Administration — reviewing the report within a reasonable timeframe, after which a plenary debate on its contents should follow. We believe it is of crucial importance for Parliament, upon completion of the debate, to adopt appropriate conclusions that will contribute to improving the work of the prosecutorial organization and strengthening the rule of law.

We recall that last year the consideration of the report took place in October, which significantly reduced the timeliness and relevance of the discussion held both in the committee and in plenary session. Although the plenary debate was substantive, the failure to adopt the report and accompanying conclusions limited its concrete institutional impact.

In this regard, we appeal to Parliament to ensure efficient and responsible parliamentary oversight this year through the timely consideration of the report and the adoption of clear conclusions, in the interest of transparency, accountability, and public trust in the judicial system.

We call on Parliament to engage the available analytical capacities of the parliamentary service in a timely manner when preparing the debate, so that MPs may fully assess the important issues relevant to evaluating the performance of the prosecution service and the Prosecutorial Council.
